Probes are nice, but for wastewater chlorine monitoring or control you can't tolerate fouled or clogged membranes. We've been told the Foxcroft FX-1000P chlorine residual analyzer has been the only chlorine analyzer that has worked in some wastewater plants. Large bare electrodes, robust design, and stable analog electronics provide amperometric readings that you can rely on without constant adjustment or cleaning. It uses no toxic chemicals, just ordinary distilled white vinegar as a pH buffer and cleaning aid. The FX-1000P measures free chlorine  for drinking water or total chlorine by adding potassium iodide to the buffer.
