Scott Wyland
A partner with HMS and licensed since 1988, Scott practices law in
Public Utility Environmental and Land Use / Zoning Areas. Scott has
proven experience representing water and wastewater utilities in
regulatory and commercial matters. Scott and his firm have
represented water and wastewater systems concerning rate, service
and enforcement issues for many years.

Lillian Harris
Lillian has many years of experience representing water and
wastewater systems in all aspects of the regulatory process,
including ratemaking, certificate matters, PENNVEST and conventional
financing, customer complaints, regulatory compliance and appeals of
agency orders. A licensed attorney since 1987, Lillian clerked for
the President Judge of the Commonwealth Court of PA, the court that
hears appeals of PUC and other administrative agency decisions. She
joined HMS in 1990 and has been a partner since 1996. |
