AMI and Billing Data Analyst | Pittsburgh Water and Sewer Authority (PWSA)

The Advanced Metering Infrastructure (AMI) and Billing Data Analyst will be responsible for collecting and processing statistical and analytical data that can be used to identify inefficiencies and other business-related issues and functions for performance to be assessed and compared over time. The incumbent will also be responsible for completing billing activities.

• Facilitate the Allegheny County Sanitary Authority (ALCOSAN) Reconciliation process including analyzing, researching, posting adjustments, and reporting.
• Collect Key Performance Indicator Data (monthly, quarterly, and annually) and monitor for performance.
• Perform pre-bill editing and billing runs, and support billing staff as needed.
• Analyze the monthly ALCOSAN adjustment liability/expense findings to report corrections.
• Prepare the monthly report of AMI and Billing productivity for the PWSA Board of Directors and the Pennsylvania Public Utility Commission (PA PUC).
• Benchmark other water authorities for quality standards and best practices for the AMI & Billing function.
• Review data independently and report findings to management.
• Apply analytics to AMI and Billing data to validate and identify any anomalies.
• Troubleshoot technology issues and work with software vendors and internal departments to timely resolve.
• Routinely perform reviews of current programs and policies; submit recommendations for improvements or adjustments; conduct studies, perform research, and prepare reports.
• Prepare various governmental, regulatory, or operational reporting, as needed.
• Perform other related tasks as assigned or required.

• Proficiency in Microsoft Office, including Outlook, Excel, and PowerPoint.
• Effective communication skills and the ability to present findings to various audiences.

Education/Experience Requirements:
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted:
• Bachelor’s degree in Business, Accounting, or other related fields.
• Three (3) years of related experience in the utility industry is preferred.
• SQL experience in query creation is preferred.

General Requirements: Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or before appointment. A valid driver’s license must be maintained throughout employment. Physical Demands and Working Conditions:
• The physical demands consist of walking, climbing stairs, finger movements including fine dexterity and coordination, hearing conversation, seeing near and far, and speaking clearly.
• Frequently bending, stooping, repetitive leg and arm movements, lifting up to 25 lbs.
• The employee is regularly exposed to a moderate or quiet noise level in the office work environment.
• Subject to remain on duty beyond normal hours or during emergencies or other extensive periods.
