The Washington-East Washington Joint Authority (Washington County, PA) is requesting applications for the position of its Executive Administrator. The Authority owns and operates sewage collection, conveyance, and treatment facilities serving the City of Washington, Borough of East Washington, Canton Township, Chartiers Township, North Franklin Township, and South Strabane Township.
The Executive Administrator is responsible for the general overall supervision and direction of all functions of the Authority, including a staff of 18 employees, and shall report directly to a five-member Board of Directors. The Executive Administrator shall act as the Authority's Chief Executive Officer, and implement all orders, resolutions and policies developed and adopted by the Board Members of the Authority. Additionally, the Executive Administrator shall be responsible for planning, directing, and coordinating the operations of the business office as well as the sewage collection, conveyance, and treatment systems owned by the Authority.
It is desirable that the ideal candidate possess a bachelor’s degree in civil or environmental engineering, an environmental related scientific field, business, or public administration. Professional Engineering Licensure and/or certifications beneficial. The ideal candidate shall have at least five (5) years’ management experience in municipal and/or wastewater treatment management and operations.
Desired skills include strong leadership ability, communication, organizational, municipal finance, computer, budgeting knowledge, employee and collective bargaining relations, and public and governmental relations.
Salary negotiable and commensurate with experience.
