General Manager Position


The Harrison Township Water Authority (HTWA) in Harrison Township, Allegheny County, Pennsylvania is seeking a full-time General Manager. The position reports to a five-member Authority Board appointed by the Township of Harrison. HTWA operates a surface water treatment plant to withdraw and treat water from the Allegheny River to provide drinking water and associated services to approximately 4,800 residential, commercial and industrial customers located within the Township of Harrison as well as to neighboring water service providers.

The position is responsible for leadership, regulatory compliance, budgeting, agreements, coordination of external legal and engineering support, personnel and customer service. Candidates must possess a thorough knowledge of water treatment and distribution operations and proven leadership and management skills. Minimum requirements include:
• responsible for introductory and recurring safety training for all Authority employees.
• an associates degree in a related sciences discipline.
• a minimum of five years of experience in the water utility industry including water treatment plant operation and the ability to interpret water quality data
to advise staff in the operation of the treatment plant; and
• a minimum of three years of management experience.

The position requires possession of or ability to obtain within a two-year period PA DEP certification as a licensed water operator with minimum of Class B, Subclass 1, 8, 10, 11, 12 designation.
