MINIMUM QUALIFICATIONS: Bachelor’s degree with a major in chemistry, biochemistry, physics, environmental science, biology, microbiology, physical sciences, or engineering with extensive experience in administrating industrial pretreatment program; considerable experience in laboratory analysis and quality control work in a wastewater treatment plant, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. If not already certified, must obtain PA DEP Wastewater System Operator Certification, Class A, subclassifications 1 (activated sludge), 2 (fixed film treatment), and 5 (laboratory supervisor), within four (4) years of hire date and maintain a valid certification thereafter.

REQUIREMENTS: Must pass a criminal background investigation, pre-employment physical, and drug test.

NATURE OF WORK PERFORMED: This position manages the federally required municipal industrial pretreatment program, ensuring industry compliance with permits, preparing violations, and inspecting industries annually.

EXAMPLES OF WORK PERFORMED: Responsible for Wastewater Treatment Plant (WWTP) compliance to Federal and State requirements, including, administration of NPDES Permit and the Municipal Industrial Pretreatment Program (MIPP); provides the WWTP management team with analytical support through trend analysis of key process data, development of in-plant reporting methods and process audits; generates regulatory reports relevant to wastewater permits; supervises two (2) MIPP Lab Technicians; generates monthly Discharge Monitoring Report (DMR) and submits to PA DEP; maintains all required records required for federal MIP programs; facilitates industrial sampling, analysis, permits and violation notices; facilitates the creation, maintenance, and auditing of all WWTP standard operating procedures.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Must possess basic knowledge of modern wastewater treatment plant principles and operating practices; thorough knowledge of US EPA pretreatment program regulations and ability to adjust to regulatory changes; thorough knowledge of chemical, physical, and bacteriological examinations of wastewater in accordance with standard methods; supervisory skills and experience; ability to keep records, make reports, and maintain electronic database; ability to interact and work well with others; excellent oral and written communication skills; excellent judgment and ability to work independently; ability to bend, twist, stoop, climb, and lift moderate to heavy items.
