MINIMUM QUALIFICATIONS: Graduation from an accredited four-year college or university with a degree in the natural or physical sciences, or engineering; five (5) years’ experience in municipal government or utility setting; Project Management certification preferred; or any equivalent combination of education, experience, and training which provides the required knowledge, skill and ability. Must Possess a PA DEP Wastewater Class A – Subclass 1 Activated Sludge, Subclass 2 Fixed Film Treatment Operator Certification upon hire or obtain certification within four years from date of hire.
REQUIREMENTS: Must pass a criminal background investigation, pre-employment physical, and drug test.
NATURE OF WORK PERFORMED: This is a direct report to the Superintendent of the Wastewater Treatment Plant and assists in carrying out administrative, managerial, and technical work for the WWTP focusing on project management of assigned tasks and activities including: planning, directing, and coordinating project activities and exercising judgement and considerable independence and versatility in carrying out assigned projects and assignments.
EXAMPLES OF WORK PERFORMED: Responsible for coordinating and managing assigned projects and providing critical services to the wastewater treatment plant. Projects may involve operation and maintenance activities, capital improvements, regulatory reporting tasks, data collection and analysis, technical writing and presentations. Areas of concentration include wastewater treatment plant activities, process and facility improvements, computerization efforts, and regulatory reporting.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: General knowledge of wastewater treatment plant and sanitary sewer system operations and maintenance; considerable project management experience; knowledge of Windows Operating Systems, Microsoft Office products, Geographical Information Systems; knowledge of asset management and CMMS programs a plus; working knowledge of wastewater regulatory reporting requirements to PA DEP and DRBC; general knowledge of SCADA system technologies; ability to write clearly and to communicate effectively both orally and in the written form; ability to plan, organize, direct and coordinate assigned projects; ability to work both independently and as a member of a team; considerable independence, initiative, and judgement is required in carrying out projects and assignments within time constraints.
