Salary/Pay Rate: $63,875 - $89,338 annual based on experience

MINIMUM QUALIFICATIONS: Graduation from an accredited college/university with a major (B.S.) in the physical, natural or environmental sciences, chemistry, biology, or a related field; considerable responsible administrative and supervisory experience in field of water treatment, transmission, distribution, SCADA Control Systems, general water administration and regulatory plans, applications, filings and reporting requirements; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
REQUIREMENTS: Must pass a criminal background investigation, pre-employment physical, and drug test.
NATURE OF WORK PERFORMED: This position plans, manages and administers activities of the Bureau of Water Supply & Treatment; provides administrative supervision/management for Water Treatment Plant, Watersheds, dams and reservoirs, water capital projects and general water administration; reports to Director of Water & Sewer Resources.
EXAMPLES OF WORK PERFORMED: Oversees and manages Watersheds, dams, reservoirs, raw water transmission mains, Water Treatment Plant, SCADA Control Systems, general water administration, regulatory affairs/reporting/ applications/filings and water capital projects; directs preparation of regulatory required reports, documents, manuals, procedures, and plans for federal, state and local agencies, such as US EPA, PA DEP, PA PUC, DRBC, L&I, County EMAs; prepares water operating and capital budgets; oversees preparation of regulatory permit applications and renewals; oversees preparation of SOP’s; responsible for oversight of Bureau contracts and water capital projects; coordinates water rate increase filings, water territory expansions and water system acquisitions.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Comprehensive knowledge of federal, state and local laws, rules, ordinances, regulations and reporting requirements for operation and maintenance of water systems; comprehensive knowledge of principles and practices of water works operations and maintenance; ability to plan and direct varied sanitary and engineering operations in the field and office; ability to communicate effectively both orally and in written form; strong leadership and organizational skills.
