Does PRWA need to offer more management courses?

Pennsylvania's Capability Enhancement Strategy Technical Guidance Number 383-0400-114 published by DEP states:

The basic infrastructure necessary to operate a utility does not exist for many of Pennsylvania's systems. Officials and managers of the state's systems are not required to have any background in managing or financing system operations. This may be one of the most important factors that impairs capability enhancement in Pennsylvania.

I think if a utility has management that has the ability to manage that system like a business it has the ability to be viable.
