Legislative Initiatives

Legislative representation is a key component of the PRWA mission statement. In order to serve the interests of rural Pennsylvania water utilities we contact state and federal legislators and policy makers routinely to keep them informed about water industry issues and the work and needs of our industry. PRWA also travels to Washington D.C. every spring to lobby for the continuation of the Rural Water Circuit Rider Programs, Wastewater Programs, Source Water Protection Programs, and the Training Programs.

Pennsylvania Rural Water Association works hard to bring federal tax dollars back to Pennsylvania to support rural water and wastewater utilities. The Veteran's Affairs and Housing and Urban Development Bill under the Environmental Protection Agency finance rural water training and technical assistance and the groundwater protection program. The United States Department of Agriculture Bill finance the circuit rider and source water protection programs, as well as funding rural water loans and grants. PRWA, together with all rural water associations in the country, lobby Congress for the appropriation levels that make USDA loans and grants directly available to small systems as well as allow PRWA to continue and improve our programs to serve rural water systems in Pennsylvania.
