About Us

Brady Township Troutville Borough Water Association (BTTB Water) is a member-owned, non-profit cooperative providing safe, reliable, and affordable drinking water to more than 800 families and small businesses across seven townships and boroughs in our region.

Our well-based system operates two water treatment plants supplied by three groundwater wells and maintains approximately 70 miles of water distribution lines. Guided by a volunteer Board of Directors, BTTB Water is committed to serving our member-owners with integrity, transparency, and a focus on long-term sustainability and community service.

Position Overview

The General Manager (GM) serves as the chief executive of BTTB Water and is responsible for the leadership, management, and hands-on operation of the Association. Reporting directly to the Board of Directors, the GM ensures that all operational, financial, and administrative functions are performed efficiently, safely, and in full compliance with regulatory requirements.

This is a hands-on position requiring both management and mechanical aptitude. The GM participates directly in maintenance and repair activities as needed and oversees outside contractors for excavation and line repairs. The position requires flexibility for long hours, including occasional nights and weekends, to respond to emergencies and maintain reliable water service for our members.

Key Responsibilities

  • Manage daily operations of two water treatment plants, three wells, and approximately 70 miles of water distribution line serving seven municipalities.
  • Ensure compliance with PA DEP, EPA, and all applicable regulations.
  • Perform and oversee maintenance and repair of treatment plant equipment, pumps, valves, meters, and other system components.
  • Coordinate and supervise outside contractors for excavation, line repairs, and capital improvement projects.
  • Develop and manage annual budgets, financial reports, and rate recommendations.
  • Supervise, train, and evaluate staff; promote a culture of safety and teamwork.
  • Plan and oversee maintenance schedules, infrastructure upgrades, and emergency response.
  • Prepare reports and recommendations for the Board of Directors and attend monthly meetings.
  • Maintain positive communication with member-owners, regulators, and the community.

Qualifications

Education & Experience:

  • Minimum of 5 years of experience in water utility management, public works, or related operations (preferred).
  • Strong mechanical aptitude and the ability to perform minor system and equipment repairs.
  • Familiarity with PA DEP water system operations and regulations (preferred).
  • Experience in a cooperative, municipal, or non-profit utility environment (preferred).

Skills and Abilities:

  • Strong leadership, communication, and organizational skills.
  • Ability to work hands-on in the field and coordinate contractors effectively.
  • Proficiency in budgeting, financial management, and regulatory compliance.
  • Strong problem-solving abilities and attention to detail.
  • Computer literacy, including Microsoft Office, SCADA, and related systems.

Working Conditions

  • Full-time position requiring occasional nights, weekends, and on-call emergency response.
  • Fieldwork in varying weather conditions as needed.
  • Coordination with outside contractors for excavation and repair work.
