ENGINEERING SERVICES REQUEST FOR PROPOSALS (RFP)
Porter-Tower Joint Municipal Authority
SCHUYLKILL COUNTY, PENNSYLVANIA
PORTER-TOWER JOINT MUNICIPAL AUTHORITY, a Pennsylvania municipal authority,
located in Tower City Authority/Porter Township, Schuylkill County, Pennsylvania, (the
“Authority”) is soliciting proposals for Engineering services for the Authority Request for
Proposals (RFP). Proposals shall be submitted via: Mail and/or hand-delivery to the Authority at
860 W. Grand Ave., Tower City, PA 17980, no later than 3:00 PM on May 13, 2026. Envelope
should be clearly marked RFP For Engineering Services.
The Selected Firm is expected to furnish general sewer system engineering services, including
providing permitting and operational assistance; engineering design, construction inspection
and supervision services on the public sanitary sewer system, sanitary pump stations, and other
infrastructure projects; acting as a liaison to the PA Department of Environmental Protection and the
Authority; assisting with the developing bid packets, holding pre-bid meetings, award of bids and
contract management; attending public meetings as requested, assist with application
submission and reporting for grant funding and other engineering consulting and professional
services on an as-needed basis. The Selected Firm will work closely with the Authority’s
Management staff and the Porter-Tower Joint Municipal Authority Board to coordinate and
complete work within Tower City Authority/Porter Township, Schuylkill County, PA. The
Firm shall provide all services in compliance with the PA Authority Code, the PA
Municipalities Planning Code, and Porter-Tower Joint Municipal Authority Ordinances.
The Authority reserves the right to reject any and all proposals, with or without cause, and
waive any immaterial defects, irregularities or minor informalities in the proposals. The
Authority also reserves the right to negotiate with all qualified candidates or cancel the RFP, in
part or in its entirety, when the Authority determines that such action is in the best interests of
the Authority, in its sole discretion.
