Lycoming County Water and Sewer Authority (LCWSA), an independent water, wastewater, and stormwater authority owning and operating multiple permitted systems and facilities throughout Lycoming County, is accepting applications for a full-time Environmental Laboratory Technician – Wastewater/Water.

This position is primarily responsible for performing laboratory analysis and supporting wastewater and water treatment operations.  The role includes routine and advanced analytical testing, data evaluation, and maintaining accurate records to support regulatory compliance and operational decision-making.

A background in biology or related college degree, wastewater and/or water treatment, sampling and analysis, accredited laboratory environments, college-level mathematics, and environmental/regulatory/NPDES compliance is preferred.

Key Responsibilities:

  • Perform sampling and laboratory analysis for water and wastewater systems in accordance with established methods and regulatory requirements
  • Interpret, analyze, and validate laboratory data to ensure accuracy and compliance
  • Maintain accurate, organized laboratory records, reports, and documentation for PA DEP accredited laboratory
  • Utilize Microsoft Excel and other data management tools to enter, track, trend, and report laboratory and operational data
  • Develop and maintain spreadsheets to support data analysis, operational efficiency improvements, reporting, and regulatory submissions
  • Assist in developing, reviewing, and updating Standard Operating Procedures (SOPs) to ensure consistency and regulatory compliance with Standard Methods
  • Review standard laboratory methods and evaluate applicable standards against current SOPs and laboratory practices
  • Coordinate and collaborate with the Compliance Lab Specialist to evaluate laboratory practices, review compliance requirements, and recommend and implement changes/modifications to SOPs
  • Support quality assurance and quality control (QA/QC) processes and laboratory accreditation requirements
  • Responsible for all daily QC’s and quarterly QC’s and yearly performance samples required for a PA DEP accredited laboratory
  • Train new operators on lab procedures and current operations staff on new or updated SOPs
  • Participate in and take lead in practices and procedures during accreditation audits; address corrective action in partnership with Compliance Manager and Compliance Lab Specialist
  • Coordinate with contract labs with samples and sample results
  • Coordinate with outside laboratory services, including determining appropriate sample containers, preservation requirements, holding times, and sample collection logistics
  • Maintain, calibrate, and troubleshoot laboratory equipment; maintain a clean, orderly laboratory environment in accordance with regulatory, safety, and quality control standards
  • Compile and maintain Safety Data Sheets and upkeep of current SDS’s
  • Coordinate with operations staff to support treatment process control and optimization
  • Order laboratory supplies to support remote operations and analysis, and maintain appropriate inventory levels
  • Provide operations support or collect samples and/or perform testing outside the lab or at remote operations locations as required
  • Other duties as assigned

The Environmental Lab Technician position is full-time (40 hours per week) Monday through Friday 7:00 AM – 3:00 PM with excellent benefits.  The successful candidate must be professional in dealing with internal and external customers, possess strong analytical and problem-solving abilities, and have excellent verbal and written communication skills.  Strong mathematical, organizational, and data management skills – including proficiency in Microsoft Excel (e.g., formulas, data organization, and basic analysis) – are required, along with the ability to work both independently and as part of a team.

Licensing/certification is not required initially; however, candidates are expected to pursue Pennsylvania water and wastewater licensure.  The position requires a background check, drug testing, and a valid PA driver’s license.  Hourly pay range is based on experience and qualifications.  LCWSA offers a competitive pay rate and comprehensive benefits.
