The Public Works Laborer Maintenance is an appointment made by Blairsville Borough Council. The primary responsibilities of this position are to work in a field environment and the shop. Perform routine duties that are occasionally carried out independently but are subject to checks during progress and upon completion for satisfactory performance.
ESSENTIAL FUNCTIONS
- Responsible for the general repair and maintenance of the Borough streets, infrastructure including sanitary, water, and storm collection systems.
- Operates trucks and other equipment of moderate complexity for all public works projects; haul gravel, dirt, sand, blacktop, and other construction materials, performs manual labor incidental to the work of operating assigned equipment.
- Responsible for light construction (including fences, sidewalks, playground equipment, etc.).
- Maintaining the streets, pothole repair, resurfacing, catch basin repair/replacement, crack sealing, snow, and ice removal. Trimming brush and grass, sweeping roadways and painting street markings.
- Tree maintenance, planting of trees, removal of fallen limbs using a chain saw in a safe and efficient manor, leaf collection.
- General vehicle/equipment maintenance, oil changes, regular maintenance, and safety check in accordance with operating manuals for each individual piece of equipment.
- Uses a variety of hand and power tools, such as jack hammers and other pneumatic tools. Other equipment to include but not limited to: woodchippers, chain saws, string trimmers, and portable electrical tools.
- Accurately read measuring devices.
- Basic knowledge of traffic controls devices and flagging traffic while maintaining a safe work environment.
- Knowledge of pipe types, sizes, and an understanding of the different uses (sanitary, water, or storm).
- Ability to install and connect pipe correctly and efficiently.
- Routinely inspect Borough owned facilities inside and outside and report safety concerns to your immediate supervisor within a reasonable time frame.
- Works with other local organizations on special projects and emergency responses as directed.
- Turn water on and off for emergency water breaks or service lines.
- Respond to and assist with, after-hours emergency calls as required. Maintain positive working relationships with customers, suppliers, and others.
- Perform other job-related duties as assigned.
QUALIFICATIONS
- Currently have a valid Class B CDL license and insurable.
- High school diploma or GED equivalency.
- Ability to understand written and verbal instruction.
- Advanced mechanical skills.
- Ability to operate equipment (e.g., dump truck, snow removal equipment, skid steer, backhoe, paving equipment, manual and motorized equipment, basic hand tools, etc.).
Physical Requirements
- Climb ladders or operate other equipment designed to reach high spaces, including bucket truck.
- Work in confined area (e.g., manholes, ditches, etc.).
- Ability to reach, stand, kneel, and bend for prolonged periods.
- Ability to lift and maneuver 50 lbs. and ability to team lift and maneuver with and without assisting equipment (e.g., dolly).
- Ability to work outdoors in all types of weather conditions.
Laborers’ Agreement (Laborers’ Local Union 1451)
- Paid holidays, vacation, sick time, health insurance, and pension are covered under the Laborers’ Agreement.
- Bereavement and maternity/paternity leave are covered under the Laborers’ Agreement.
