The Washington Township Municipal Authority is an Operating Authority formed by the Washington Township in August of 1971 with the express purpose to own, operate and finance the water and wastewater facilities and systems of the Township. The Township is located in South Central Pennsylvania in Franklin County, and wraps around the Borough of Waynesboro.
The Washington Township Municipal Authority is comprised of 5 Board members and a staff of 15, including 4 water and 4 wastewater personnel. Together with a solicitor and a professional engineering firm, the Authority strives to provide its customers and the growing community with the highest quality product and service at the lowest possible cost.
Job Description:
Responsible for all aspects of management and operation of the water and wastewater systems and directly supervising the Assistant Director of Utilities, the Inspector, and field personnel. Office hours of 7am to 3:30pm.
Responsibilities:
1. Oversight of all water and wastewater department personnel (may include scheduling, delegation of tasks, and verifying quality of work).
2. Oversight of water and wastewater systems to ensure source and plant equipment is operating properly.
3. Periodic review and monitoring of operating expenses and budgets to ensure appropriate expense levels. Also provides recommendations for operating
budgets annually.
4. Make recommendations to the Managing Director for repairs, replacements, and upgrades to the water and wastewater systems.
5. Make timely preparation and submission of all required reports and other documentation to PA DEP and any other appropriate local, state, or federal agency.
6. Oversight, in coordination with our engineers, of Permits, such as, Water Allocation, NPDES, Biosolids, etc.
7. Coordinate with Public Works Department to complete any repairs and/or installations in the systems.
Required Knowledge, Skills, and Abilities:
1. Excellent management and interpersonal skills with the ability to communicate effectively.
2. Knowledge of basic computer operations and other appropriate computer systems, such as SCADA.
3. A thorough understanding of water distribution and wastewater collection systems operations and repairs. Also familiar with collection and distribution system design and maintenance/replacement strategies.
4. Must have a valid driver’s license. A CDL class B is preferred.
5. Have the appropriate PA DEP Water AND Wastewater Certifications for WTMA systems (Water B, E subclasses 2,7,8,11 & Wastewater B, E subclasses 1, 4), or the ability to obtain the certifications within 2 years.
Salary range determined by qualifications and experience.
