Wastewater Treatment Plant Superintendent Wastewater Treatment Plant

 

GENERAL SUMMARY:         Under general direction from the Sewer Authority Board, supervise treatment plant staff in the performance of job duties and responsibilities, and direct wastewater treatment operations to ensure the proper and safe operation of the system and compliance with governing regulations issued by municipal, state and federal agencies.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  1. Provide overall direction and management of treatment plant staff; communicate priorities, establish work standards, procedures and rules; establish priorities and strategies for safe, efficient and effective operations; evaluate performance and training needs, provide feedback; review time cards, approve leave requests, administer verbal and written warnings, recommend hiring and discharge, and resolve grievances.

 

  1. Direct and plan work of department to ensure compliance with discharge permit; review operating needs, determine priorities, evaluate proper course of action to accomplish department objectives; tour plant facilities to inspect operating conditions, ongoing projects and reported malfunctions; consult with engineers, regulatory agencies and other professionals to resolve problems and exchange information regarding treatment plant operation requirements; prepare or direct preparation of reports as required by the Pennsylvania Department of Environmental Protection (PaDEP), and Environmental Protection Agency (EPA); represent the Authority in communications with municipal, state and federal agencies regulating plant operations.
  2. Perform tests and operate plant to meet requirements of discharge permit;
    1. sample and test samples, and review laboratory and operating records to ensure maintenance of quality standards;
    2. schedule and permit for sludge .disposal;
    3. calibrate wastewater equipment to ensure it is functioning properly;
    4. set chemical feed rates;
    5. adjust programmable logic controllers;
    6. implement process control

 

  1. Participate in implementation of plans for new equipment installations, enlarging process capabilities and general rehabilitation or modernization of existing facilities; check all phases of design and construction performed by outside contractors; prepare reports on system operations and improvements.

 

  1. Perform, or direct performance of, Infiltration and Inflow (I/I) maintenance and repair; respond to customer problems; locate, inspect, clean, repair; meter key manholes, perform maintenance on pump station; implement process control decisions; locate and mark underground lines in accordance with PA One Call.

 

  1. Sample and monitor industrial/commercial discharges; sample customers annually for BOD/TSS surcharge, monitor discharge to ensure compliance with existing sewer use ordinance; monitor customers in violation; perform inspections of facilities; keep Authority Board informed of potential

 

 

 

  1. Perform maintenance on plant equipment to ensure safe and efficient operation; train staff on appropriate procedures; ensure funds and supplies are available to keep plant functioning at optimal level; project future needs and establish contingency plans to prevent violation of discharge permit.

 

  1. Administer budget; analyze data from previous operating year and develop recommendations; monitor department expenditures and receipts; evaluate contracts and inventory of supplies and materials for cost effectiveness; prepare purchase order requests and arrange for delivery of supplies and materials; prepare bid specifications for equipment.

 

 

  1. Perform related administrative work;
    1. prepare, or direction preparation of, correspondence related to the treatment plan, collection system and Industrial/Customer activities;
    2. submit monthly Discharge Monitoring Reports, monthly operator reports, and prepare special reports and studies as requested by the Authority.
    3. administer safety programs and implement procedures to ensure security of infrastructure;
    4. monitor regulatory news and stay abreast of developments in emergency and environmental agencies that potentially impact plant safety;
    5. provide for appropriate staff training
    6. purchase repair parts and supplies to ensure proper, safe and efficient plan operations;
    7. maintain maps and blue

 

I 0.       Meet with Board to present reports and answer questions regarding operations.

 

  1. Serve as Emergency contact for the Sewer Authority, in the event of an emergency PA one-call; respond to relay calls from pumping station regarding critical failures.

 

  1. Participate in a township sponsored safety programs to assist in the development of safety policies and procedures.

Education/Employment: Any combination of education and experience which indicates possession of the skills, knowledge and abilities listed below. An example of acceptable qualifications for this position is completion of college degree in biological science or related area, or completion of a certified trade program in wastewater treatment; possession of license as required by PA Department of Environmental Protection (DEP), and five to seven years of related experience, including supervisory experience.

 

Knowledge:

Comprehensive knowledge of waste water treatment plant operating standards outlined in NPDES permit guidelines, municipal, state and federal regulations and in design manual for treatment plant.

Comprehensive knowledge of safety standards and procedures in treatment plant environment. Thorough knowledge of municipal sewer authority policies and procedures.*

Thorough knowledge of management principles.

Thorough knowledge of budgeting practices and principles.

Thorough knowledge of computer applications for treatment plant operations.

 

 

 

Abilities:

Ability to apply management principles to solve a broad range of operational and people problems. Ability to enforce rules and administer discipline in fair and even-handed manner.

Ability to show tact and diplomacy when resolving problems with members of the public.

Ability to evaluate programs and services, prioritize work objectives and make recommendations. Ability to interpret ever-changing regulations and apply changes to Township operations.

Ability to prepare accurate reports and records.

Ability to communicate effectively in oral and written form.

Ability to maintain effective working relationships with Township management, staff, engineers, contractors and consulting staff.

Ability to adhere to safety standards and recognize safety warnings and hazards. Ability to add, subtract, multiply and divide whole numbers, decimals and fractions.

Ability to interpret a variety of detailed operating instructions, charts, manuals, maps, land plots, sketches and blueprints.

Ability to demonstrate physical fitness to include frequent operation of light equipment, moderate lifting, occasional ladder climbing, reaching, occasional bending or squatting, and color vision.

Working Conditions:

Work is frequently performed either alone or with frequent interruptions, either inside a normal office environment or in the outdoors in a variety of weather conditions. Adherence to safety standards is required for work which is performed on and around a variety of potentially hazardous electrical or mechanical equipment, occasionally around hazardous substances. Work schedules are frequently irregular and work requires twenty four hour on-call status.
