Hollidaysburg Borough RFP for Feasibility and Rate Study

The Borough of Hollidaysburg (Borough) is issuing a request for proposals (RFP) from qualified engineering consultants for the completion of a feasibility and rate study (Study)

for the establishment of a Stormwater Utility. Interested firms that respond to this RFP shall have experience, background, and qualifications in conducting feasibility and

rate studies and implementing stormwater utilities for municipalities of similar size, economic condition, infrastructure, and regulatory requirements to the Borough of Hollidaysburg.

The successful firm (Consultant) that is selected by the Borough to conduct the study will evaluate the Borough’s need for, and ability to create, a user-fee based Stormwater Utility (Utility).

Proposals will be received until 3:30 PM, July 31, 2026

Interested parties should contact the Borough of Hollidaysburg to register and receive a copy of the RFP documents. Only registered respondents will receive RFP documents, addendums, amendments or written answers to questions and clarifications.
